"Is a VPN better than Tor" has no answer, because they are not the same kind of tool. Tor is an anonymity network built so that no single party knows both who you are and where you went. A VPN is a tunnel to one company you have decided to trust. One of those is a design property and the other is a promise.

That does not make Tor the winner. Tor is slow, it covers the browser rather than the device, it hands you an exit country you did not choose, and a large slice of the web treats its exit addresses as hostile. For most everyday traffic that is a bad trade.

This page starts from the threat model, because that is the only thing that decides it, and it includes the case where the honest recommendation is to use Tor and buy nothing.

Name the adversary first

Everything follows from who you are hiding from. The internet provider that itemises your destinations, the operator of a café or hotel network, an advertiser building a profile out of your address, a national filter blocking a site, or a well-resourced state agency that can watch traffic at more than one point in the network.

A VPN handles the first three well. It removes your destinations from the network in front of you, replaces the address that sites record, and it does it for everything on the device at usable speed.

For the fourth it depends, and no honest provider promises otherwise. For the fifth it is the wrong tool, and that is worth stating plainly rather than burying it.

What Tor does that no VPN can

It removes the single trusted party. Your traffic goes through three relays run by different volunteers: the entry relay knows your address but not your destination, the exit relay knows the destination but not your address, and no relay in the middle knows both. A VPN provider is one party that could know both, and every no-logs policy in this industry is the promise that it chooses not to.

It has onion services. A site published as an onion address is reached entirely inside the network, with no exit node at all and end-to-end encryption to the service itself. That is a category of protection a tunnel simply does not have.

And it is free, run by volunteers and a non-profit. Nothing to buy, no payment to trace, no account, and no company that could ever be leaned on for your records. If you are protecting yourself from a serious adversary, read the Tor Project's own guidance rather than any vendor page, including this one.

What a VPN does that Tor does not

Speed. Tor routes through three volunteer relays, and that shows up in video calls, large downloads and general browsing. A tunnel to one server keeps most of your line rate, on 1 Gbps ports with no bandwidth metering.

Whole-device coverage. Tor Browser protects what happens in Tor Browser. A system tunnel covers every app on the phone or laptop, including the ones that would otherwise talk over the network you are sitting on.

A chosen exit. You pick which of our servers to connect through, and one credential set works on all of them, so services that behave differently by region see the exit you selected rather than a random one. We make no promise about any particular service.

P2P, which the Tor Project explicitly asks people not to do because it consumes capacity the network needs for everyone. It is allowed on ours. And practically: far fewer captchas and blocks, because a great many sites treat known Tor exit addresses as suspicious by default.

The honest part: where we are not the answer

Against an adversary who can observe traffic entering and leaving a network, a single-hop commercial VPN is not the tool, no matter whose it is. That threat model needs Tor, and probably more than Tor: an operating system built for it, discipline about what you do in which identity, and advice from people who work on exactly this.

Tor is free. There is nothing for us to sell to someone in that position, which is precisely why we can say it. A provider that answers "is a VPN enough against a state adversary" with anything other than "no" is telling you what it needs you to believe.

The same applies to censorship. We will not promise that any protocol works in any specific country, because those blocks change week to week. VLESS is built to look like ordinary traffic and is the one to try first when WireGuard and OpenVPN are blocked. That is a technical description, not a guarantee, and no refund claim rests on it.

Using both, and what that actually buys

Tor over VPN is the practical combination: connect the VPN first, then open Tor Browser. Your internet provider sees a VPN connection rather than a Tor connection, which matters in places where using Tor at all draws attention. The VPN sees that you are using Tor but nothing about what you do inside it.

It does not add anonymity against the site you visit, because Tor already handles that layer. VPN over Tor, the other arrangement, is harder to set up, breaks a lot of things, and is rarely what people asking this question mean.

Neither combination is a stack that makes anyone untraceable. Layering tools is useful; treating layers as a guarantee is how people get burned.

Is a VPN better than Tor?

Neither is better in general, because they answer different threats. Tor removes the need to trust any single party and is slow; a VPN trusts one company, covers every app and is fast. Pick by naming the adversary first.

Is Tor safer than a VPN?

Against a powerful adversary, yes, because no single relay knows both who you are and where you went. Against your internet provider or a café network, a VPN achieves the practical goal with far less friction.

Should I use both at once?

Tor over VPN is the workable version: connect the VPN, then open Tor Browser. Your provider sees a VPN session instead of a Tor session. It does not make you anonymous to the sites you visit beyond what Tor already does.

Is Tor free?

Yes. Tor is run by volunteers and a non-profit, there is nothing to buy and no payment to trace. If your threat model is serious, that alone is a strong argument for it over any paid product, including ours.
