Vietnamese registration carries a detail most countries skip. The 2017 decree that governs it asks for more than a name and a document number: it requires a portrait photograph of the subscriber, held against the number in the operator database, and lines whose records do not match get blocked. Facial authentication was pushed further in 2026. A visitor registers on a passport and the counter takes the picture.

That sounds heavier than it feels. Counters in the arrivals halls of the main international airports do it in a couple of minutes and the process is genuinely painless, which is the honest part of this page: Vietnam is one of the easier countries in the region to walk into and leave with a working local number. If a Vietnamese number is what you need, go and buy one.

And here the number, not the IP address, is the thing that decides what you can do. Ride hailing, food delivery, e-wallets and the state digital identity system all verify by SMS to a Vietnamese mobile number, and several of them will not accept a foreign one at the sign-up screen. Data alone gives you maps, translation, a browser and every messenger you already use. It does not give you an identity that a Vietnamese app will recognise, and no roaming plan can.

Our data breaks out in Hong Kong, so a Vietnamese site sees a Hong Kong connection rather than a domestic one - relevant for banking portals and domestic media, invisible for everything else. On coverage: the cities, the coastal highway and the delta are well served, and the thin stretches are the northern mountain loops, the central highlands away from the main road, and the far islands. If your plan is a month of motorbiking through Ha Giang, take the local SIM and our plan as the backup, not the other way round.
