This is one of the rare places where tying a number to a document is not the blanket rule. The national regulator treats subscriber identification as required for particular services, number portability among them, and voluntary otherwise, with the practical argument for doing it being recovery: an identified number can be restored if the phone is lost. There is no general obligation on a visitor to register a prepaid card, which puts this country in a small minority worldwide.

What you are actually asked for depends on where you buy. A starter pack from a kiosk and an eSIM taken out through an operator own app are different transactions, and it is the second, which builds you an account, where a document tends to be wanted. Published guidance disagrees with itself about how often the counter asks, and that disagreement is itself the honest answer: it varies by operator and by channel rather than by law.

Now the part that argues against buying anything from us. Since 1 January 2026 this country sits inside the European Union roam like at home area, the first country outside the bloc to join it. If your everyday number is an EU or EEA one, it works here on your own plan at your own domestic rates. Travel data bought on top of that is money spent on nothing, and we would rather say so on our own page than take it.

For everyone else the exit country matters. Data on these plans breaks out in France or the Netherlands. Local government and banking services that check for a domestic connection will see a European one instead and may behave differently, which is worth testing before you depend on one. It is a location check and nothing more: it is not privacy and it conceals nobody.
