Where the rules are lighter than you expect
This is one of the rare places where tying a number to a document is not the blanket rule. The national regulator treats subscriber identification as required for particular services, number portability among them, and voluntary otherwise, with the practical argument for doing it being recovery: an identified number can be restored if the phone is lost. There is no general obligation on a visitor to register a prepaid card, which puts this country in a small minority worldwide.
What you are actually asked for depends on where you buy.
