The 120-day clock, and who it was written for
The paperwork is not the obstacle people expect. Every line sold in the country is registered against a passport or a Turkish ID while you stand at the counter, the clerk does the typing, and it is over in minutes. The obstacle is the second rule, the one that attaches to the handset rather than to the line, and what makes it awkward for a visitor is not the deadline but the way out of it.
Registering a foreign device is built for people who live here. It runs through the state e-government portal, and that portal opens with the kind of national identification number a residence permit carries. A tourist entry does not give you one. So the 120 days are less a countdown than a description of who the rule was written for. It begins when a Turkish SIM meets a foreign phone, and a phone that never carries a Turkish SIM never enters the system at all.
At the counter, expect to be there in person and to hand over the physical passport rather than a photograph of it. None of it can be arranged from home before you fly. That is the trade in plain terms: a local SIM costs you a queue and a document and gives you a Turkish number, a roaming eSIM costs you neither and gives you no number.
The exit country matters more here than in most destinations. These plans break out in the Netherlands, so anything Turkish that checks where you are connecting from sees a Dutch address instead of a local one. State portals, banking and some domestic media catalogues are the things that behave differently.
