Identity for a new line is checked against national systems, and the regulator has built arrival routes on biometric verification through the state identity platform, including a digital activation path for arriving pilgrims and a window after arrival in which the check has to be completed. In practice that means the physical passport, your visa or border number, and an authorised counter rather than whichever shop is nearest.

That last detail is the one worth planning around. The arrivals halls at the main gateways have operator desks that can complete a foreigner's registration from start to finish. A small shop selling top-up vouchers often cannot, which is how a five-minute errand becomes an afternoon. On a pilgrimage-season flight landing before dawn, the queue is the real cost, not the card.

On calling apps the country is not what its reputation suggests: the blanket block on internet calling was lifted back in 2017. Even so we make no promise about any named service.
