The honest answer here is that the law has not finished moving. We could find no specific national requirement making identification of prepaid users mandatory in the way Spain, Italy and Greece do. In May 2026 the government approved a proposal to introduce one and sent it to parliament as a legislative authorisation, and when we checked in August 2026 it had not been passed. That is why the guides you have been reading contradict each other.

At the counter this means a shop may still ask for a passport as its own policy rather than as a legal duty, and different chains do different things. Ask rather than assume, and check the date on whatever else you read, because this is precisely the sort of rule that changes without a single travel article being updated. What we can say is that today it is one of the easier places in Europe to walk out with a working local card.

Coverage follows the population, and the population is coastal. Lisbon, Porto and the Algarve are dense. The interior is where sessions drop: the Beira uplands and the Serra da Estrela, the deep bends of the Douro valley, and the long roads between Alentejo towns. Madeira and the Azores are separate journeys with separate coverage questions and should never be assumed from a mainland plan.

A Portuguese prepaid card carries the European roaming right under Regulation (EU) 2022/612, in force until 30 June 2032, so it works at Portuguese rates elsewhere in the EU and EEA. Our exit matters too: these plans break out in France or the Netherlands, so the tax portal, Portuguese bank apps and national broadcaster catch up see a European address that is not Portuguese and treat the session accordingly. For a month in Lisbon a local card is cheap and, for now, low friction, and that is the fair comparison.
