Poland has required prepaid registration since 2017, and numbers that were not registered by the deadline were switched off rather than grandfathered in. It is one of the stricter implementations in the EU.

Poland enforced its registration rule harder than most of Europe. It arrived with the anti terrorism act of June 2016 and came with no grandfather clause: from 1 February 2017 prepaid numbers that had not been registered simply stopped working. Polish buyers give a PESEL or an identity document number, foreign buyers a passport or residence card number. It is a legal requirement rather than a shop policy, and it is done in person.

The counter itself is quick if you are carrying a passport, and for a longer stay a Polish prepaid line is a sensible buy. It also comes with the European roaming right: under Regulation (EU) 2022/612, in force until 30 June 2032, it runs at Polish rates across the EU and EEA, which makes it a reasonable base for a wider central European trip rather than a Poland only purchase.

Coverage tracks the map you would expect. Cities, the motorway corridors and the main rail routes are solid. The thin ground is east and south: Podlasie and the border forests, the Bieszczady, the Masurian lakes where you spend the day on water, and the valleys running up into the Tatras. Your phone moves between the networks listed above without consulting you, so a weak stretch is weak on all of them.

These plans break out in France or the Netherlands, so a Polish service sees a European address that is not Polish. State portals and the national identity application, Polish bank apps and domestic broadcaster streaming will treat the session as foreign.
