Since the start of 2025 the electronic communications regulations require the customer to be identified when a mobile subscription or a prepaid card is set up. In a shop that means an original passport, a national identity card or a Norwegian driving licence, and the provider records which document was used. Online it means BankID, the Norwegian electronic identity, which a visitor does not have. The online route is effectively closed to you, so a local SIM is a shop errand.
One exception catches people out. Svalbard was left outside the European Economic Area agreement, so European roaming rules do not reach it and connections there are treated as rest of world. Anything bought for the mainland, ours included, should be checked against Svalbard separately rather than assumed to cover it.
