Under Regulation (EU) 2022/612, which runs until 30 June 2032, it works at Dutch rates in every other EU and EEA country, subject to fair use conditions aimed at permanent roaming rather than holidays. For a multi country trip that starts in Amsterdam that is a genuinely strong option, and we are not going to pretend otherwise.
Coverage is the least interesting part of the Netherlands. The country is small, flat and densely built, and the places a signal actually fails are indoors and below ground: car parks, the deeper metro sections, the Zeeland tunnels, and the crossings out to the Wadden islands where you are on open water for a while. Nothing here resembles a mountain dead zone.
The exit country is where this destination differs from the rest of Europe in our catalogue. These plans break out in France or the Netherlands, which means a Dutch service may see a Dutch mobile address, or may not, because you cannot choose which of the two a session takes.
