Malaysia put its prepaid registration on a new footing on 26 February 2026, when the regulator registered a mandatory standard under the Communications and Multimedia Act. It states the numbers plainly, which is more than most countries do. A citizen or permanent resident may hold five prepaid lines with each operator. A non-citizen may hold two. A tourist prepaid SIM stays active for up to three months and is then terminated automatically, so the line has an end date whether you use it or not.

At the counter the rule that catches people is the documents one: originals only. A photocopy, a scan or a photo of your passport on your phone will be refused, and non-citizens are verified biometrically against the passport itself. Leave the passport in the hotel safe and you have wasted the trip to the shop. The good news is that nobody asks you for a Malaysian address, and the counters at the main airports and in the mall operator stores do this hundreds of times a day.

Coverage on the peninsula follows the west-coast corridor, which is where most of the population and almost all of the motorway network is, and it is thorough there. It thins on the east coast between towns, in the interior highlands, and most of all across the South China Sea in Sabah and Sarawak, where towers follow the coast and the rivers because the roads do. If your trip includes the Bornean interior, assume gaps and plan for them rather than being surprised by them.

Data on these plans breaks out in Singapore, which is about as close as a foreign exit gets. The detour costs almost nothing you would ever notice on a map or a video call. What it does mean is that Malaysian services checking where you connect from will read you as being in Singapore, which is invisible for messaging and real for a Malaysian bank app or a government portal. If you are here for a season, or you need a Malaysian number that local services treat as local, two lines per operator against a passport is not a hard bargain.
