Mexico's earlier biometric SIM register was struck down in court, but a new rule replaced it: since January 2026 every line a Mexican operator issues must be registered against a CURP, with a passport or a temporary CURP accepted from people who have none, and unregistered prepaid lines began to be suspended on a rolling schedule from August 2026. Roaming lines from foreign operators have been treated as outside that requirement. Data breaks out in Singapore, which is a long way from Mexico and adds latency.

The registration rule changed, and it changed recently
Older advice about this country is wrong, so start with the rule. Since January 2026 every mobile line issued in Mexico has to be registered and tied to the CURP, the national population key. Someone without one, which includes almost every visitor, registers with a valid passport or with the temporary CURP issued for a legal stay. Lines that are not registered are being suspended on a rolling schedule that began in August 2026, after which they carry emergency calls and nothing else.
That register is written around lines Mexican operators issue. A foreign line used in roaming is not one of those, and roaming users have been treated as outside the requirement. This is worth saying plainly, because the previous position - the earlier biometric register was struck down as unconstitutional in 2022 - is still repeated on travel sites everywhere, and it has been out of date since the start of 2026.
Data on these plans breaks out in Singapore. That is a long way round and it shows. Video calls pick up a delay you can hear, and anything sensitive to round trips feels slower than the signal bars suggest. It also means Mexican services that check where you are will see Singapore rather than Mexico, so domestic banking portals and government sites will treat you as being abroad.
Coverage is good where the money is and thin where the scenery is. The cities, the toll highways and the resort strips are well served. The Sierra Madre, the Copper Canyon, the interiors of Oaxaca and Chiapas and the long empty middle of the Baja peninsula are not. The free roads through the mountains, which are the ones people take to save money, are where the surprise usually arrives.
If you are moving here or staying for months, do the paperwork and get a local line. With a CURP the process is straightforward, local prices are low, and a Mexican number is what banks, delivery apps and landlords expect to see. For a two week trip the registration errand is the entire argument against, and arriving with data already running is the argument for.
