Two registrations sit between a visitor and a local line here. Since the end of August 2025 the communications law has required biometric identification to conclude a mobile service contract: identity is confirmed by matching a live image of your face against the photo the state holds. Then there is the device. A phone used on a Kazakh network has to be registered against its owner, on the national identification number for residents and on passport details for non-residents, with an extra verification step for handsets first brought into the country after March 2025.

What matters for a traveller is the exemption, and it is a clean one: a roamer is not required to register a device at all. Both obligations follow the local subscriber number. Take a local SIM and your handset joins the register; stay on roaming and it never does. We will not guess how a visitor completes the face check in practice, because no source we trust settled it, and a guess on a page that sells something is worse than a gap.

If you do want the local line, do it at an operator branch rather than a kiosk, with the physical passport, and go early enough that a second visit is still possible. It is quick when it works and open-ended when something does not match.

These plans break out in the United Kingdom, so a Kazakh site or app that checks where you are connecting from sees a British address instead of a local one. Government portals, banks and services published only inside the country are where that changes the answer you get. It changes what a site sees about the connection and nothing more.

Then there is the size of the place. City coverage and the corridor between the two biggest cities are one experience; the steppe is another. On the long road days, in the canyons and on the mountain roads south of Almaty, plan for gaps and carry the map offline. If you are here for a season, or need a local number for services and deliveries, the local line is the right purchase and the two registrations are its price. For two weeks, this is the version with no counter in it.
