Korea sells visitor data well. Airport counters, convenience stores and advance online orders all work, prepaid tourist plans are competitively priced, and for a stay of more than a couple of weeks a local plan is a reasonable buy. Korean law requires identity verification on every new mobile subscription, and for a visitor that is done against a passport at the counter - a short conversation rather than an obstacle.

The wall in Korea is not the SIM, it is what a Korean phone number does. A large part of the Korean web sits behind an identity verification step that expects a Korean-registered mobile number, often with a resident or alien registration number behind it, and a foreign number is simply not an option on those screens. A monthly contract in your own name effectively requires an alien registration card, and that card is issued to foreigners registering a stay of more than ninety days, so a tourist entry does not produce one. Prepaid gets you a number; it does not always get you past the verification screen.

Coverage is a non-issue and worth saying so plainly, because it is unusual. Subway tunnels, KTX trains at speed, high-rise basements, mountain temple car parks - Korea is one of the best-connected countries you can travel in, and you will spend the trip not thinking about signal. The genuinely thin places are few: some valleys in Gangwon, some of the smaller southern islands, and the ferry legs between them.
