Where a local Japanese SIM genuinely beats us

Japan is one of the places where we will tell you to take the alternative seriously. Prepaid data SIMs and eSIMs aimed at visitors are a normal, competitive product here, sold at airport counters, in electronics chains and from vending machines in the arrivals hall, and for a stay of several weeks a local plan is often the better deal. If a counter does not bother you and you are staying a while, price one.

The reason they are easy is a distinction written into Japanese law. The act on preventing improper use of mobile phones, in force since 2006, attaches identity verification to lines that can make voice calls, which is why a Japanese voice SIM has traditionally wanted a document showing a Japanese address and why carriers moved their verification to IC chip reading and facial matching in 2026. Data-only SIMs sat outside that obligation. Parliament then closed the gap: an amendment extending verification to data-only lines was promulgated on 29 May 2026, with commencement set by cabinet order within a year of that date. So depending on when you travel, the counter may or may not yet ask for a passport.

One change catches returning travellers. NTT docomo shut down FOMA, the last 3G network in Japan, on 31 March 2026, following the other two national carriers. Japan is 4G and 5G only now, and a handset that worked here on an earlier trip because it fell back to 3G will not connect at all. Coverage otherwise is close to total in the inhabited parts of the country, including subway platforms and most shinkansen tunnels. It thins in the mountain interiors, on the Alps trails, in northern and eastern Hokkaido and on the smaller islands.

Data on these plans breaks out in Hong Kong, so a Japanese site sees a Hong Kong connection. Most of what a traveller uses in Japan does not care: the big Japanese portals, maps, transit apps and train ticketing generally work the same from outside. Where it shows is domestic streaming and sports rights, some event ticketing and some bank apps. Three weeks with data working from the moment the doors open, or three months on a local plan bought at a counter: for a long stay the local plan usually wins.
