No ID with us. A local SIM is a different matter

The identity number a visitor does not have

Indonesian registration is built around a number visitors do not possess. A citizen registers a prepaid line against their national identity number and the family card behind it, and a 2026 ministerial regulation added biometric facial registration and a limit on how many numbers one identity may hold. Under that regulation a prepaid card stays inactive until the registration is complete, so the card in the packet is not a working line until someone has been through the process with you.

Foreign nationals are handled on a separate track: a passport, plus a residence permit if you hold one. In practice that means the counter rather than the app. Registration is done for you at an operator store or an airport desk, and the visitor version works fine, which is the point worth being clear about. Indonesia is not a country where a tourist cannot get a line. It is a country where the ordinary path runs through a national identity number, and you take the exception instead.

Coverage tracks population, and in a country of thousands of inhabited islands that is a stronger statement than it sounds. Java and Bali are covered thoroughly, and so are the big Sumatran and Sulawesi cities. Once you are east of Lombok, inland on Sumatra, Sulawesi or Kalimantan, or anywhere in Papua, the map goes patchy and the gaps are measured in hours of road or a ferry crossing rather than in city blocks. On the water between islands, expect nothing and be pleased when something arrives.
