Hong Kong used to be the place you could buy a prepaid card from a vending machine or a corner shop, drop it in and be online before you left the terminal, with nobody asking anything. A lot of travel advice still says that, and it is out of date. The regulation that introduced real-name registration for SIM cards commenced on 1 September 2021, and cards already in circulation had to be registered by 1 March 2022. Since then a card is registered before it works.

The registration itself is not heavy. A person without a Hong Kong identity card registers on another valid identification document, which for a visitor means the passport or travel document you arrived on, and the operators run their own channels for it. One individual may register up to ten prepaid cards with any single operator, which is not a limit a traveller will meet. What changed is not the difficulty, it is the step: the card in your hand is inert until the registration has gone through, so the thirty seconds you used to spend are now a short process instead.

Coverage is not the reason to buy anything here. Hong Kong is dense, vertical and thoroughly served, including the MTR tunnels and the cross-harbour crossings, and the outlying islands and country parks are better covered than their remoteness suggests. If you find a dead spot it will be in a hiking valley on Lantau or the far side of the New Territories, not in the city.

So the case for installing before you fly is the same as anywhere the shops are good: arriving at an hour when nothing is open, moving on to the mainland or Macau in the same week without wanting a second card, or not spending the first hour of a three-day trip in a queue. That is invisible for maps and messaging and real for a local bank app or a government portal, and it is the honest trade for the convenience.
