Greece legislated the identification of mobile users in 2009 and blocked the remaining anonymous cards from July 2010, so the register here is old, settled and applied without drama. The shop copies or photographs your identity document at the till, the buyer has to be an adult, and the line is issued against your name and document number. For anyone carrying a passport it is a five minute formality rather than an obstacle.
A Greek card then travels well. Regulation (EU) 2022/612 keeps it on Greek rates across the rest of the EU and EEA until 30 June 2032, with fair use conditions written against permanent roaming rather than holidays. That matters less here than almost anywhere else in this batch, because Greece is usually the whole trip rather than one leg of a longer route.
The coverage story here is the real one. The mainland is mountainous and the archipelago is the point of the journey. Larger islands are well served, small ones less so, and the sea between them is not served at all: a ferry crossing will drop you for long stretches, and the deck is where people discover that their onward ticket only exists inside an app. Download tickets, maps and anything else you need offline before you sail, not after you have left the harbour.
Breakout is in France or the Netherlands, so gov.gr logins, Greek bank applications and the national broadcaster archive read the session as coming from outside Greece. And if you are island hopping for several weeks, especially if you will be phoning accommodation and boat operators who would rather call a Greek number back, buy the Greek SIM.
