The national rules on providing telecommunications services require the operator to hold your identity document details, so a card is issued against an original passport with you standing there. For a foreign citizen a national passport or an identity card is accepted, and a photograph or short video of the signing is taken as part of the contract. There are ceilings as well: no more than ten numbers on one person, and no more than five cards inside a fortnight.

The second constraint is where it can be done at all. Operators here sell and register on national territory, so there is no arranging it before you travel and no posting a card to yourself. Whatever you do about a local line, you do after you arrive, which makes the first day the part worth planning.

That points you at operators own shops rather than at small resellers. A shop that handles foreign passports every day will get through it in minutes.
