No ID with us. A local SIM is a different matter
The eSIM on this page needs no ID, no document and no registration. It roams on a foreign network rather than being issued locally, so there is nothing to sign and nothing to hand over - you install it before you arrive. A local SIM bought in the country is a different matter:
Brazilian carriers normally register a line against a CPF, the tax number, which visitors do not have; the passport route exists but only inside a carrier's own store. Brazil is one of only three destinations we sell where the data breaks out in the country itself, so you do get a Brazilian IP.

The tax number is the whole problem
One fact explains this whole page. Brazilian law has required since 2003, and the telecoms regulator has restated since 2007, that no mobile line is activated without the holder being registered, and for a person that means the CPF, the tax number. A tourist does not have one. A passport route exists for foreigners, but it is handled inside a carrier own store rather than by the kiosks, newsstands and supermarket racks where chips are easiest to find, which is why so many travellers are told flatly that a CPF is required.
So arrival is where this goes wrong. You land, you find a stand, and the stand cannot do the transaction you need. The stores that can are in shopping centres in the city, they keep shopping centre hours, and they will want an address in Brazil to put on the form. It is doable. It is an afternoon, and it is an afternoon at the start of a trip.
Data on these plans breaks out in Brazil itself, which almost nothing else in our catalogue does. The practical effect is that Brazilian sites see a Brazilian address: local pricing pages, regional catalogues and services that quietly close themselves to foreign connections behave normally. That is convenience. It is not privacy, it conceals nothing about you, and we are not going to dress it up as something else.
Coverage is a coastal country with a very large interior. The seaboard from the Northeast down to the South is dense. The centre-west, the Pantanal, the long federal highways through Mato Grosso and Goias and most of the Amazon basin are not, and river travel in the north will take you out of range for hours at a stretch. Plan the offline maps around the drive, not around the cities.
A CPF is not out of reach. Foreigners can obtain one through the tax authority, and some Brazilian consulates abroad will issue one before you travel. If you are staying for months, do that, and a local line becomes cheap and simple. For a short trip the arithmetic runs the other way, and having data working before the plane doors open is the entire point.
