This country registers the phone as well as the line, and the phone is the part that catches people out. Once a handset connects to a local SIM, its IMEI has to be registered within thirty days. Miss the window and the number goes onto a blacklist and the device stops working on any local network, not just the one you bought from. Operators publish the rule in those words, so it is not folklore.

The exemption is the useful half. A visitor roaming on a foreign operator's SIM does not register anything at all. The obligation is triggered by the local SIM, not by crossing the border with a phone in your pocket, which is why a short trip and a roaming eSIM never meet this rule and a two-month stay on a local prepaid does.

Buying locally is otherwise straightforward. Visitors are sold a line against a passport at the point of sale and recorded centrally, and the counters in the arrivals hall handle it. Budget for two errands rather than one, though: the line at the shop, and the device registration afterwards, which is the step people forget until the phone goes quiet.

These plans break out in the United Kingdom, so a local site or app that checks where you are connecting from sees a British address rather than an Azerbaijani one. Government portals, banking and anything published only to addresses inside the country are the places that notice. It is a stated property of the product rather than a trick, and we would rather write it here than let you find it at a login screen.

Coverage is a story about terrain. The capital and the Absheron peninsula are dense, the main highways are fine, and the mountains are the mountains: on the roads up into the Greater Caucasus villages, in the valleys and on the passes, expect the signal to come and go with the geography. If you are staying for months, or you need a local number for deliveries and services, buy the local line and do the IMEI step properly. For a week or two, this asks nothing of you and never introduces your phone to the register.
